WebCT is a tool that
facilitates
the creation of sophisticated World Wide Web-based educational

ETUDES Learning Environment(no longer available, in process of being acquired by select colleges that already were using it)
ETUDES ("Easy To Use Distance Education Server") is a total solution for
designing and teaching courses over the web. Any instructor and institution
can use it since it is free, and once it is downloaded to a web server it takes
about two minutes for a system admin set up a new (empty) course. The
instructor then logs in from any web browser on any platform (Windows,
Mac or UNIX) and begins the process of creating, maintaining and teaching
his or her particular class.

These are more designed to actually develop lessons or presentations with built in assessments and interactive links. They are quite sophiticated but may not offer all the features (administrative in particular) needed for a fully functional online course.
This is a program designed to create and deliver online training modules and presentations, as well as providing live conferencing between participants. It is quite expensive!
